Mallory Kowalczyk (she/her) is Senior Counsel of Callahan & Fusco. Mallory is an experienced practitioner and investigator with concentration in insurance fraud; specifically civil prosecution and regulatory compliance. As Senior Counsel, she brings nearly a decade of experience identifying, investigating, and litigating complex insurance fraud matters, Medicaid and regulatory compliance, and financial misconduct across both public and private sectors.

Mallory joins the firm after serving in the Special Investigations Unit of the New Jersey Office of the State Comptroller, where she was a legal strategist for high-stakes Medicaid fraud investigations. Her work includes drafting legal opinions, subpoenas, and public-facing reports, conducting sworn interviews, and collaborating with multidisciplinary teams to uncover systemic abuse and recommend policy reforms.

Prior to her government service, Mallory represented a multi-national insurance company to civilly prosecute insurance fraud rings that involved dozens of defendants, spanned multiple decades, and crossed numerous states under the Insurance Fraud Prevention Act as well as other state and federal fraud statutes. Therein, she litigated intricate medical and auto insurance fraud cases, managed parallel bankruptcy proceedings, and advised clients on insurance defense, coverage disputes, and regulatory compliance. Her courtroom experience spans motion practice, depositions, trial preparation, settlement negotiations, and evidentiary hearings, among others.

Mallory’s early career includes representing Fortune 100 companies in business litigation and clerking for the Honorable Vicki A. Citrino in New Jersey Superior Court, where she gained insight into civil and family law matters. She also contributed to landmark human rights litigation as well as advocacy around the use of Depleted Uranium by the United States overseas through Rutgers Law School’s International Human Rights and Constitutional Litigation clinics.

Mallory earned her J.D., cum laude, from Rutgers Law School–Newark, where she served as Managing Notes & Comments Editor of the Rutgers Computer & Technology Law Journal. She holds a B.A. in Communications from the College of Charleston and is admitted to practice in New Jersey.
